NMITE Jerome W. Hall, Ph.D., P.E. Memorial Scholarship

The Institute of Transportation Engineers (ITE), New Mexico Section, is proud to offer the Dr. Jerome W. “Jerry” Hall Memorial Scholarship.  Having taught for 34 years at the University of New Mexico, which included seven years as the department chair, many practicing engineers in New Mexico and beyond trace their success to Dr. Hall’s teachings.  Jerry’s early morning traffic classes were renowned and a fixture for any students pursuing an education in transportation engineering. 

His career included providing expert analysis of serious crashes and conducting safety related studies examining factors that contribute to crash occurrence or that might mitigate crash frequency or severity.  He also lectured in short courses at the University of California, Berkeley and the University of Washington.  Topics included traffic engineering, traffic safety, engineering ethics, engineering economics, and probability and statistics.  He was a co-author of the textbook, Fundamentals of Traffic Engineering, 16th edition.  Dr. Hall chaired or participated on several NCHRP panels concerned with criteria for stopping sight distance, medians, channelization, and roadside safety. 

Jerry earned his master’s and doctorate degrees in civil engineering at the University of Washington, then taught for seven years at the University of Maryland before making UNM his home.  For his tireless work supporting the professional development of others, he earned a lifetime achievement award in 2006 from the ITE Western District.  As a regular speaker at local ITE meetings, he often presented on “unique” design elements he encountered during his travels.  Dr. Hall was also well known for working diligently to write questions, organize teams, and guide the equipment logistics for the Western District Traffic Bowl Technical Competitions for nearly two decades.

Dr. Hall passed away on July 8, 2019 at his home in Albuquerque. A dedicated educator, he continually encouraged the scholastic advancement of his students.  The New Mexico Section of ITE is proud to continue Dr. Hall’s legacy through this prestigious scholarship honoring him.
