Utah Section Board
ITE Utah Section officers are dedicated transportation professionals who volunteer their time in developing, promoting, and managing Chapter functions throughout the year. Each individual will spend four years as an officer, starting out as the Treasurer, then stepping up a position each year, eventually becoming President. Being an officer of ITE has many benefits in networking and educational opportunities, and has proven to be a rewarding experience. We encourage all of our members to consider volunteering their time and supporting our mission.

President — David BassettDavid is a multidisciplinary solutions engineer with over 24 years of expertise that extends past traffic operations, travel demand, capacity analysis, and advanced travel demand modeling. He has gained national recognition for his ingenuity in advanced systems, connected-vehicle data, and big-data tools such as databases, GIS, web interfaces, and customized tool development. He transforms reliable data into client solutions that often lead to repeat contracts and long-term partnerships. As a project manager, David leverages his background in product design to transform typical end-to-end projects into cyclical problem-solving processes driven by continuous data and human feedback. His unique philosophy around project management ensures clients get the quality and results they desire. |

Vice President — Brandon BradyBrandon was the Transportation Planning Deputy Director and is currently the County Engineer for Summit County. He has been with the County since 2015 and started in the Engineering Division. His main duties deal with capital improvement projects and review and approval of community development or public works projects. Before working for Summit County, he worked 3 years for Johansen & Tuttle Engineering doing general civil engineering projects for the local municipalities in Emery County. Brandon graduated from Utah State University with his BS and MS degrees in Civil Engineering. |

Secretary — Conor SeatConor has worked with Avenue Consultants since his graduation from Brigham Young University in 2017 with his BS and MS degrees. As a traffic engineer, he has worked on a variety of projects including microsimulation, traffic impact studies, traffic operations, and other traffic studies. Conor’s favorite part of his job is training and working with junior engineers in authoring dozens of traffic studies. Conor began his membership with ITE at BYU as a sophomore and has been an active member since. Outside of the transportation industry, Conor enjoys board games, video games, BYU sports, and musicals. |

Treasurer — Kelly AshKelly has 20 years of experience in transportation and traffic engineering and has been an active member of ITE since his time as a student at BYU. He has spent the majority of his career as a traffic engineering consultant before joining the UDOT Traffic & Safety Division in 2024. In that role, he provided oversight for standards and policies related to roadside safety and traffic control devices. Throughout his career, Kelly has contributed expertise to a wide variety of projects, including over a dozen large design-build projects. Since December 2025, he has served as the Design & Construction Manager for the 2100 North Lehi Freeway Project. In addition to his passion for engineering and improving lives through transportation, Kelly enjoys spending time with his wife and four children, being outdoors, gardening, and raising backyard chickens. |

Past President — Megan LeonardMegan has been with UDOT since 2004 and has served in many capacities in the department, currently as the Statewide Railroad Engineer. Some of her favorite adventures in her career have been working in construction on the Mountain View Corridor, replacing all the Interstate overhead signs in UDOT’s Region Two over 10+ years, and operating and assisting in improvement for the Variable Speed Limit system in Parleys Canyon. A proud graduate of Utah State, she enjoys traveling, concerts, cruises, and is a Gryffindor. |
