Stephen Lujan, PE

Stephen Lujan is a transportation engineer and project manager at Wilson & Company, Inc. His work focuses on roadway design and traffic/safety improvements. He is a licensed professional engineer and has developed projects from conceptual design through construction.
Stephen earned a bachelor of science in civil engineering from the University of New Mexico in 2016. In over nine years with Wilson & Company, Stephen has had the privilege of working on projects of all sizes and technical levels. Stephen has collaborated with multiple state departments of transportation and local municipalities. In this time, Stephen has grown from an engineer in training to a licensed professional engineer and is an emerging project manager. In addition to being an active member of ITE New Mexico, Stephen also serves on the Board of Directors for ACEC New Mexico as the 2023 Young Professional Representative.
As a native New Mexican, Stephen finds fulfillment in projects that improve the communities in which he works and lives in. Stephen is passionate about New Mexico and is extremely proud of the culture and history that belongs to the state that he calls home. Stephen has decided to dedicate his work to strengthening New Mexico’s infrastructure and the engineering business environment that is necessary to do so. In addition to this, Stephen strives to improve the quality of life for his fellow New Mexicans through applying innovation and technology.

Risa Lujan, PE

Risa Lujan, PE is a Traffic Engineer at WSP in Albuquerque, NM. She holds a Bachelor of Science in Civil Engineering from Gonzaga University and a Master of Science in Civil Engineering with a concentration in transportation from The University of New Mexico. Her master’s thesis focused on public transit accessibility in Albuquerque through a fixed-route bus service analysis. During her time at UNM, she served as the ITE Student Chapter President.
Risa’s professional work at WSP spans from traffic operations analyses and modeling to the following elements in roadway plan production: signing & striping, lighting, Intelligent Transportation Systems (ITS), and traffic signal design. She resonates greatly with the mission of ITE, which is to bring together transportation professionals who work to improve mobility and safety for all transportation system users and help build smart and livable communities. She is excited to contribute her time and effort to the continued success of the local section.

Estela Salinas
Education

Estela Salinas is a Senior Engineering Designer at Lee Engineering. She has been with Lee Engineering since 2020 when she started as an intern. Her internship experience ignited her passion for connecting people through transportation systems. She is especially passionate about traffic flows and physical design.
Estela graduated from the New Mexico Institute of Mining and Technology (NMT) in May of 2022 and has been working professionally in the transportation field since. She has been a member of ITE since her internship days and enjoys participating in the chapters events. Recently, she participated in coordinating ITE's Mountain District Annual Meeting held in Santa Fe in June of 2025.
In her free time, Estela enjoys bodybuilding and spending time with her reptiles. She is currently a mom to a bearded dragon named Monkey and a crested gecko named Spider. She has an extreme passion for fitness and spends at least a few hours at the gym during the week. Within the past year, Estela has also found a passion for painting the things she sees on her morning runs. She believes it helps her appreciate her environment even more and reminds her to stop and smell the roses every so often.

Carl D. Vermillion, PE, PTOE, RSP1

B.S., Civil Engineering, Brigham Young University - Idaho, 2015
Carl Vermillion started his career after receiving a bachelor’s degree in Civil Engineering from Brigham Young University – Idaho in 2015. Since then, he has worked at Bohannan Huston in Albuquerque, NM, where is currently a Senior Project Manager.
Carl has been actively involved in projects ranging from traffic signal design, lighting design, ITS infrastructure design, maintenance of traffic layouts, traffic impact studies, and design of bicycle infrastructure both on-street and off-street designs.
Outside of engineering, Carl enjoys road cycling, running, traveling, and staying active with his wife and four kids.

Zach Troncoso, PE

Zach is a senior engineer with Parametrix in Albuquerque, NM. He attended the University of New Mexico where he received his Bachelor of Science in Civil Engineering. Zach has 11 years of experience working as an engineer on municipal roadway and street design projects throughout NM. His experience includes roadway design, bike/trail design, traffic signal design, maintenance of traffic, pedestrian safety studies, and traffic safety studies. While attending the University of New Mexico, Zach served as the ITE student chapter vice president.
